Most filesystems work on the basis of partitions. I've never seen any
that work directly on the disk, always on a partition. One common use
case is to have the entire disk as a single primary partition, but
there's still a partition table and it still has an entry stating that
there's one there. (And stating what type it is, and stuff like that,
which is handy.)
