True story told to me by the Erie WCO who posts on fisherie.com:
He was sitting back in a secluded spot upstream from the Manchester hole one Wednesday and spotted a fellow from Ohio netting steelhead and putting them in his cooler. He was arrested and detained until he paid his fine. The local soup kitchen got the fish.
One week later to the day he was caught again with even more fish and didn't have enough cash for fines. Spent time in the slammer.
