     I've seen it done two different ways.  There are little plastic or    plexiglass posts you can trim to appropriate size and glue your flies to these.  The other way I've seen is to get sewing needles, which can be stuck into the backboard, and the fly hook point stuck through the eye of the needle and glued.  The latter involves cutting the point ends of the needles off once you've stuck them through the mounting board/matting for the frame, which is no big deal.
