Another way is to use corks. Glue small corks on whatever backing you choose to use. Then insert the point of the hook into the cork (with a drop of super glue, of course).
Works nicely. If the corks are really tiny, they're not obvious. Otherwise you might want to paint them the same shade as the backing before you mount the flies on them.
