I'm kind of in the same boat you're in. I just got a Rainshadow blank (10'6"/5wt) from Greg's Custom Rods in Lake Stevens, WA. It wasn't exactly a "kit", but I did tell them what I wanted (oversize stripping guide, over size tip-top, etc) and asked them to kindly match everything, which they did. Also got epoxy, thread, etc from them at the same time. All in all I paid just about what the St Croix kit you mentioned would have been. Don't know enough to compare the quality of St Croix to Rainshadow, although Rainshadow got a "good blank for the money" rating from some of the guys on the list.

As far as tools, from all my reading and talking to other people, the ones you need at first are kind of minimal. Couple of files, especially a long rattail file to ream out the inside of the cork handle, nothing odd or unusual that couldn't be got at the local hardware store. Will probably wait till after New Year's to get started. If you get yours done sooner, let us all know how it comes out.
