I would take Tony up on his offer to help you with advice.
I built my own 5 wt. rod - Reddington - and I love it!
The only tool you might need to sand the inside of the cork is a piece of
rod smaller than the hole with coarse sandpaper attached to it.  Use this to
ream out the cork handle.
Good luck!  you will find it fascinating and easy.  I did it without any
special machinery - although I did make a wrapping/drying cradle out of
scrap wood.
For a long time this was my favorite rod until I moved to a 3 wt.  To me,
the savings is not nearly as important as the pride in fishing with a rod I
made.
