I would consider it a fly.  I have a couple with blades on them that I use and consider flies.  Also there were plastic tails to go on Wooly Buggers a few years ago.   What size blades are you using?   I am thinking of using 1 " grubs and doing this for a crappie fly.   Would craft hair work for this fly also.  I have it in several colors.   Rick
