Where are you at in maryland? Im in columbia and there is a big pond next to a business complex, something like that happened to me when I was fishing it. Lady took some twine and a rubber band through a safety pin and caught a nice sized bass. Rubber Band "baits"(flies or lures, decide for yourself) work, i've seen them catch trout, too.

I was fishing in a creek that runs through an industrial part. Thanks to some persistant beavers, there's always a lot of water, and a terrific habitat for many types and sizes of critters.
At lunch, some of the technicians and secretaries from an aerospace company came out and watched me catching fish. One of the secretaries quickly ran inside, and brought out some twine with about five paperclips hooked to the end, and a safety pin. She whirled it around her head, and tossed into a pool about 6 feet out from shore, and bam! caught a bass that ran over 15 inches.
Was she teasing me, or just trying it out? Whatever, it worked.
