Chumming with corn, or ground baiting, is a standard practice in European Angling, AKA 
match angling, specimen fishing, bank angling, etc.  This is a very VERY big deal in 
Europe, including the British Isles.

The primary target is carp type fish, but anything is fair game.  You toss ground 
bait:  corn, boilies, maggots, worms, whatever into a specific spot, and place your 
baited hook in the middle of it.  It's still harder than you may think to hook up on 
these fish.

However, catch and release is like a religion in this form of angling.  They even have 
"carp blankets," to protect the fish they pull up on the bank.  Your guy on the river 
obviously hadn't read far enough in the instruction book.
