I use small padlocks on all cases and have never had any problems, even with british customs and airport police.  i also put single use plastic security seals through the lock eyelets as well, to show if there has been any tampering, again no problems.

None of this however will stop the bagage handlers from destroying your cases

I traveled all the way to India last summer and locked EVERYTHING TIGHTLY with good $50 locks and very unique unduplicable keys....as long as i opened the luggage when i was asked, i had no problem at all.       SJHassan, from MD.
It's my understanding that post 9/11; we aren't allowed to lock our luggage. I think I would carry on anything of value or ship it like Steve recommends.        Bill
