I took it to mean that the items were stolen at first, but if they were removed and not returned.....well, it would be bad.
I had a kid whom I grew up with who worked for United in St. Louis and was busted for stealing things out of checked luggage...Rolex watches, currency, etc.
And I believe there is a place that is full of stuff, the unclaimed baggage center in Alabama...

Steve, were your things ever returned to you?  I think this is a serious problem if they weren't!  TELL me that they just chuck things like that once they're satisfied that they didn't present any form of threat in the first damn place!!!  There must be a tremendous cache of fishing "stuff" in a room/building somewhere waiting for who knows what...  I think we've heard too many horror stories about what happens when innocent flyfishermen try to go through airports these days.  We shouldn't have to live like this!  What about OUR rights?
