As far as I can tell, Medallion Sheeting is just photo-imprinted or dyed plastic sheeting. The plastic material is more like thin plastic bag material than cellophane.
If you buy some permanent color art markers at your local craft store and rub them in a random, blended patterned onto thin clear plastic sheeting, you will end up with a pretty decent approximation of Medallion Sheeting.
Art markers are brands like Prismacolor, Chartpak, Letraset, and even some of the Sharpie pen colors.

I have become enamoured with working on a may fly "study" this year and picked up Shane Stalcup's "Mayflies: Top to Bottom". He uses medallion sheeting quite a bit for the wings. I have checked many of the fly fishing/tying retailers in my area (south eastern NH) and no one carries it. I was wondering if anyone had any crafty suggestions as to a substitute. I have tried the cellophanewrapper from a box of cigaretts and a alcohol based marker to make patterns on it. As a test it worked fine until I wetted it and rubbed the marking off of it (granted, I rubbed pretty hard, but you figure it has to survive the wear and tear of a fish gnawing on it).
