Cabela's have "Stalcup's Medallion Sheeting" and state that it is Raffia.

Raffia is a natural material, fibers of a raffia palm tree. You can see this stuff at craft stores: WalMarts or Michael's.
However, Medallion Sheeting is a plastic material without a doubt. Ginger Allen has confirmed that the material is most likely colored poly shipping twine material.
When you buy Medallion Sheeting it is packaged in flat sheets about 1-1/2" wide. If it were me, I'd use the poly twine and color it with permanent art markers. That's just because I have a lot of art markers! Medallion Sheeting isn't cheap for what you are actually getting.
