Steve, I tie a Bass Leech without weight and also use rabbit hair.  It casts OK wet or dry.  Of course you feel the fly more after it gets wet.  My advice to you:  Tie it the way you want to.

Also I wanted to use rabbit fur,  again consensus say it should be marabou.
Of course I can tie it any way I want, I also want to tie a fly people want and will use.
