You can [But it's not obvious :( - it might be mentioned in the (old) wiki] Ensure something is selected in the layers menu of the left hand side (otherwise certain toolbar buttons aren't enabled). Then select the 'Edit Trackpoint' button from the toolbar Click on the trackpoint. (and release the button) Reclick on the trackpoint and then you can drag it around. [NB you may have move the trackpoint popup out of the way to reselect the trackpoint.
