I don't think so (or I'm interested in having some links to add in Viking docs).
If ou have something correct (in C/Gtk+ or anything else using Gtk+) I think we can plan to integrate it into Viking. Perhaps like a "map importer" tool: the user click on a Viking "Import" menu entry, select the image, use the georeferencing tool, and save its work as a .vik file or World Map File.
