The difference would be that this question would happen openly on list instead of pm. The intention of team maintenance is to increase cooperation between maintainers AND to reduce frustration because the person who has the last word is out of reach. ...and as already has been pointed out be me "hopefully a main guy for each file" is just a hope not reality.
