Well, maybe, but:

-- :x is easier to remember: it's a variation on :q, for use when the 
file was changed and I want to save before closing. ZZ isn't "in the 
same family" as anything AFAICT -- except ZQ, but "that" is equivalent 
to :q!, making ZZ ZQ a family of two, vs. :q :qa :q! :qa! :x :xa, a 
family of (at least) six.

-- On my Belgian keyboard, the colon needs no shift, whixh by your 
argument makes :x "fewer" keystrokes than ZZ (This could be seen as a 
weak argument, but I put it here to emphasize the fact that Vim users 
come from all over the world, use all sorts of keyboards, and that any 
argument based on whether some particular non-alphabetic character does 
or doesn't require Shift is necessarily parochial.)
