It may be missing some of the add on things for support of specific 
hardware (DOS cards, video, etc) but nothing for the OS in general. 
That is of course except for support for 24 bit operation.

That is "Missing Resource" which does indeed mean that a PPC only 
application is trying to run on a 68K.  68K code is stored as 'CODE' 
resources in the resource fork.  PPC code is stored in the Data fork 
of an application.  -192 can also indicate a damaged application 
though.
