Even if you're using one NIC connecting the Win98SE gateway machine to the internet, and another connecting directly to the Mac (in the same machine), you need to assign IP addresses to the networked machines (i.e. the Win98 machine might be 192.168.1.1, and the Mac 192.168.1.2). The only way your Mac can get an IP automatically is if your Win98 machine is running a DHCP Server program to assign them; and even then the Win98 machine needs an IP.
Either way, using an inexpensive router is quite a bit easier to set up, much faster than having a relatively-slow, non-fully-deciated Win98 box in the middle.
