You are looking for a disk tools disk or the first floppy of a OS install set.
Disk tools disks allow you to use apples hard drive tools to prepare the hard drive if one is present and working without lifting a screwdriver.

If you have no luck with rawrite winimage or DD on a pc/linux (dont feel bad, I cant get it to work this way either)I will mail you a image that any of the above will handle. Pick a OS and drop me a line off-list.

Try rawwritewin http://uranus.it.swin.edu.au/~jn/linux/rawwrite.htm if your not a cli nut. ;) I use this to make images of mac floppies on pc that tranfer without error and then boot a mac. Removing the hassle and speeding up the process somewhat.
