The desired setup would be a non-stretchy rope that
limits the wheel to just under ½ turn of movement in
either direction - so it absolutely, positively cannot
go "over the top" and end up stuck there. Then add a
bungee to aid self-centering if desired. If you can
rig up a bungee that will do both jobs by itself, even
better - just DON'T LET IT HAVE ENOUGH SLACK/STRETCH
TO LET THE WHEEL GO OVER because if it does it's not
coming back by itself!
