I was going to say something along those lines. Years ago my parents had a '76 Dodge Aspen with a 318cid progressive carb (I think, or possibly just a single barrel). It got horrible gas mileage and when it was finally up for sale, the guy ended up buying it told us that the first thing he was going to do with it was to put a four-barrel on it.
Plus, there were plenty of ACVW and Porsche cars sold with duals, and they all had displacements under two litres.
