I was going to say something along those lines.  Years ago my parents had a
'76 Dodge Aspen with a 318cid progressive carb (I think, or possibly just a
single barrel).  It got horrible gas mileage and when it was finally up for
sale, the guy ended up buying it told us that the first thing he was going
to do with it was to put a four-barrel on it.

Plus, there were plenty of ACVW and Porsche cars sold with duals, and they
all had displacements under two litres.  But I can definitely agree on the
desire to have a choke...

 From my experience, a single-barrel carb will work fine on any 
displacement engine, as long as you are not looking for "performance". 
My 1984 Ford F150 has a 300 cubic inch 6 with one barrel - lots of 
torque, but it won't win any races - or mileage competitions.
