Most likely the root cause of your flat spot is a cold intake manifold - even if the heat riser pipes are clear, a header-type exhaust does not provide the flow through them that a stock muffler does. Max'ing out the accelerator pump volume and/or richening the mixture will help to mask the problem (but fuel economy will suffer). Another thing that will exacerbate the condition is a centrifugal-advance-only distributor like the 0 231 178 009...the stock SVDA or DVDA works better. Your tires are outlandishly large - increasing your effective final drive ratio by nearly 25%. You're at risk of overheating the engine anytime you drive it in fourth gear, and should consider changing your pulley ratio to overdrive the fan. Kadrons would probably help a bit (at least if you still had problems they'd be slightly different ones) but they aren't going to be able to make a 1600 put out enough power to pull those tires.
