Are you sure those parts are Type 1? Type 3 dizzys are 90 degrees off 
when mounted in a Bug with the vacuum pot in the normal Bug position.

I think the difference is the score mark on the rim of the case, not the 
distributor shaft. If you compare the drive gear in a Type 3 with the 
Bug, you will see it's off by a tooth or two. The Type 3 distributor had 
the vacuum pot toward the front of the motor, but not 180 degrees from 
the Bug position.

30 years ago I could have gone out back to my junk pile and looked at a 
Type 3 motor and told you exactly what's going on - but now all I have 
are Type 1 cars.

If the car runs OK with the wires moved one tower off, I would be happy. 
On the original 36 HP motors, and maybe 40 HP, the #3 cam lobe was 
supposedly retarded a couple degrees to make #3 run a tad cooler, but 
you won't notice it in a modern car with proper cooling parts. Later 
engines with the doghouse oil cooler made that a non-issue.
