I must have missed the memo on which kind of jailbreak he has. In that
case, it makes sense that because of the jailbreak, mail isn't working.
A note to all wood be jailbreakers though, it's not the jailbreak, it's
the tethered jailbreak which causes issues because if you don't plug in
when rebooting, you will be out to sea without a paddle or gas in the
motorboat. I loves me the untethered jailbreak for this reason. *smile*.

Ah, well that would clear things up. I'm actually surprised that
anything works without doing a tethered boot!

Well, I'm not sure about Mail, but the reason why your Safari isn't
working is because you have a tethered jailbreak and your not booting
via redsn0w. I did try to tell you things like this would happen a
number of times.
Cheers,
Ben.

Does the mail app even open, or are you still on the home screen? If
it opens, go to the bottom of the screen with a four-finger tap near
the bottom of the screen, then flick left until you find the refresh
button and double tap it. See if this fetches the mail. Maybe your
mail isn't set to be checked automatically?
If mail is fetched successfully, head to Settings,
Mail/Contacts/Calendars, and then choose the button labelled Fetch new
Data, push. Here, review the scheduling settings and make sure mail is
in fact set to be checked automatically. Let us know how it goes or if
you need any further details on any of this.

Sounds like you simply need to reboot the phone. Press and hold POWER
for a few seconds until the shutdown screen appears, then with
VoiceOver, double-tap on the "slide to power off" control. After a few
seconds, again press POWER for a couple seconds and wait until your
phone reboots. Then try to open Mail again.
