I think there's a little confusion about procedures for rebooting and resetting iOS devices. Powering off and then back on the iOS device, and removing apps from the app switcher, both as David describes below, are great tools and should indeed be the first things to try. By holding down POWER and HOME for about seven seconds you can reboot the phone; I wouldn't describe it as rebooting any drivers, it's more along the lines of forcibly shutting down and resetting the phone - like pressing the recessed REBOOT button on many computers which forces a reboot without having to properly shut down the software.

The other trick of tapping POWER several times is something which certainly is not documented at least in the case of the iPhone, and which I've never heard of and which certainly doesn't do anything on my phone. Still, if it does work, it would be very hard indeed to cause OS corruption on these devices because everything is sandboxed and relatively securely locked down. iOS is pretty crash-proof in that regard; you'd have to do something pretty drastic, and I can't think of anything that would be drastic enough at the moment. Still, has anyone actually found the repeated tapping of the power button to do anything? As I say, I've never heard of this procedure other than on this list.

Before using that trick, which has a very small chance of causing OS corruption:

1) Open the app switcher and remove the apps.
2) Turn the phone off by holding the power button until VO asks you if you want to turn your device off. Double-tap the display to select this option. Wait about 10 seconds. Press and hold the sleep/wake power button for 3-5 seconds to start the turn-on sequence.

{{?#}}:) If the first two don't correct the problem, reboot the drivers by pressing and holding the power and home buttons for 10 to 12 seconds. Release the buttons and wait for about a minute for the phone to rebuild its driver stacks. After doing this twice, if the problem persists, you most likely have a hardware problem and will want to take your phone to an apple store for professional assessment.

A trick is to press the sleep wake button on the ipod five times quickly, it should reset itself, and probably won't studder anymore.
