Mapquest4Mobile is free and you can set the route to pedestrian. The new version has lots of unlabelled buttons. I'm working on a set of instructions for how to label them, but I haven't had time. My wife helped me get them labeled but I need to sit down and go through it very carefully to make sure I'm explaining it correctly. What I like about the new version is that if you have it set to driving mode, and you set up a route that is fairly short, it will pop up and say, that is a very short route, would you rather walk? Then a clearly labeled button for driving or walking is there. The same thing happens if you set a really long route in pedestrian mode, it will ask if you would rather drive, and give the two options.
