Look for the apps:- ubidisk, phonedrive. There's probably more, and not checked out the latest versions for continued accessibility. They have a tendency to break it.
But they're the sort of thing that offers file management as we know it, and does offer ftp and http access over wifi for file transfer. I liked it better than Dropbox for sure. But the files are only the data part of the app, and given how much that can be, it is something to exclude from iCloud backup. But at least I could double tap on a file and open it, read it, play it and so on.
