Well, my understanding agrees with Isaac's. I'd be curious Joseph where
you get your information.
My understanding is that the triple click of the home button will enable
VoiceOver during initial setup, and this is true regardless of where you
get your phone. If the phone has been through setup before, either at an
Apple store or a carrier, then the triple click of the home button may
or may not work.
I've had my phone for a while, but I think I used the triple click of
the home button to enable VoiceOver at the AT&T store when I bought it
and they were setting it up.
