HiNeal, The problem on initial setup is not whether your cellular connection is already working or not, it is that SIRI needs to be enabled during the setup process. I believe it is the second on third thing you do, after you swipe/double tap to get past the welcome message, the first item is to connect to a WiFi, I believe then it will ask if you want to use SIRI.
