I got my phone from Telus, one of the 3 large carriers in Canada, and the triple click home worked fine. Maybe different carriers do different things, but from what I heard on the list it would seem that in most cases when people get a phone from their carrier the triple click home does turn on Voiceover. So therefore you have to going to settings general, and accessibility enter voiceover, in order to turn it on. And Isaac you might want to keep this message for future reference because what you're saying is only correct if they don't had the phone activated at a carrier.
