If it could they would be available if you to to Settings > Accessibility > Voiceover > Speech > Default Dialect. If they are not there then like Alex the SIRI voices are most likely only available on 64 Bit devices which the iPhone 5 and 5C are not. The oldest device where this would be available would be the 5S, also the 6 and 6 Plus and, of course, the new 6S and 6S Plus which are available this Friday.
