If it is truely a hardware failure as in the WiFi modem in the phone has failed, going to an Apple Store won't really help since all they would do is offer a replacement at whatever cost they charge in Greece. The 4S came out in 2011 so if it was then it would be not covered under warranty even if Apple Care was purchased as of 2 years ago. Tatiana, have you tried to completely reinstall iOS and to set up as a new phone? If you haven't and if you have a way to use a computer with iTunes I wold suggest you upgrade to iOS 9.1 if you haven't done so yet or restore the phone back to iOS 9.1 and factory defaults. I have heard of other 4S users whose WiFi/Bluetooth has failed, but if you haven't done so yet it is one thing you could try.
