Hi Paul, Yes, as Christopher pointed out, the volume is separate and usually people have the opposite issue, i.e. they can't hear Voiceover on the external speaker and think something is terribly wrong with the phone. In this case plugging in a headset usually shows you that everything is working just fine and the way to fix the problem is to use the headset to unlock the phone, then when you are on the home screen unplug the headset and do a two-finger swipe up. This will start Voiceover reading all the icons on the home screen and if you at thiat point repeatedly press the volume up button on the phone Voiceover volume will come back.

It's possible the volume on the head phone jack got turned down very low, so you could still hear the speaker but nothing with a pair of head phones. Just a thought.
