Both the EC and the IEC agreed to settle on a standard charger for cell
phones with a data connection. You can read more at

being the open standard for micro USB.
The European Parliament mandated that all smart phones will use micro
USB connectors by 2017. Here's an article on that decision

Both of these articles, as well as others you can find on the web, talk
about the inconvenience to the end user and the accumulation of e-waste

Regarding lightning to micro USB, it is not shipped, atleast here in
Croatia. We get standard USB to lightning cable for PC connection and/or
connection to power adapter. Thinking of it, what would be the use of
micro USB to lightning anyway?
