I just went to the AT&T site, and looks like they now have the
personal hotspot feature free with their new shared data plans as
well. I have it under one of their older plans, and so am paying
extra for it. Although, grin, perhaps I'm not really paying any
more in the long run, but I just couldn't figure that out for
sure. I tried to wade through the AT&T site to understand their
shared data information, but finally just got kind of frustrated
and quit looking for right now.

In theory yes; however I have the old plan and tethering works.
I don't use it as I have zero need to do it.
