I've been reading this thread for a while shaking my head wondering what you 
all are talking about. But I thought before I send a message telling you it's 
all user error, I thought I move some rotor stuff around since I hadn't done it 
in a while. I started to select and deselect a few items and move them up and 
down and at first had no issues at all. Then suddenly I realized the problem 
you describe is starting to reproduce for me. I don't have things like Sounds 
and Audio Ducking selected and next thing I know they are selected and I am 
100% sure I didn't tap them. I also had moved Vertical navigation and Headings 
and suddenly they were way down in the list again.

So yes, there seems to be a reproduceable bug here, I have an iPhone 6S Plus 
and I'll write a message to Apple Accessibility about this. I suggest you write 
to them as well since it is probably better than calling since that way they 
have a written record. You could of course call them and also write, but I 
would definitely not only call. I doubt there is a solution to this, it seems 
to be a random bug, so the more people try this and write to them about it the 
better.

One thing I would like to add is that at one point one of the items I had moved 
up suddenly appeared way further down again. At that point I backed out of the 
Rotor back to Voiceover settings, then I went back in and the item now was 
where I had put it. I don't know how to explain this, but if you do something 
and remember what you do when it suddenly seems something got randomly selected 
or deslected or moved and you then go back out of the rotor and in again, I 
think you may find all is well. If you are making lots of changes I think it's 
almost better to do two or three things, then back out and go back in and do 
your next two or three changes. It's an interesting bug, I can't exactly say it 
is driving me crazy since I was still able to select and deselect what I wanted 
and to move the items into the order I want, but it should of course be fixed. 
One thing I always noticed is that when you move something up or down you must 
make sure you do it slowly and hear the little plink sound. There are occasions 
when I am moving something and I don't hear it or I hear it a few times and 
then it stops and if that happens and I check where the item I am moving ended 
up it's usually all the way up at the top or bottom. Also, if you are moving 
something from way at the bottom to really high up on the list you can't do it 
all at once. It works much better to move it 4 or 5 spots up, then find it 
again, put your finger back towards the bottom of the screen and move it again 
and so on.

Reorganizing the items isn't the problem. I listen very carefully, and stop 
when the item I'm moving is where I want it. The trouble starts when things 
start randomly moving around on me, particularly an icon that I just moved a 
few seconds ago. Or something I moved a little bit ago will suddenly shift 
position, or things will randomly become unselected. I know how to organize the 
rotor, and things used to work beautifully. I haven't had to do this from 
scratch in a very long time, so "i don't know when things started going 
absolutely haywire like this, but it's frustrating me beyond belief! "apple 
"accessibility is getting a call today. They really need to know about this 
issue.
