This allows you to toggle on and off voiceOver's speaking of hints. For
example, it was just discussed on this list that some people don't like
hints enabled all of the time, but they do when they're in the in box of
the Mail app, since turning on hints will have VoiceOver read the email
preview for each message. If they put Hints in the roter then they can
quickly toggle on and off this feature.
