Are you looking in the right spot? Once you go to Settings > WiFi, you have to go all the way to the end even past the "Ask to join networks" button and the explanation "Known networks will be joined automatically, if no known networks are available you will have to manually select a network". The WiFi Thermostats from RadioThermostats.com also initially show up there until they are connected to your WiFi, if the Neato is still not there I'd get a sighted person to reset it and see if that helps.
