I have not set up an iPhone since the 6, but triple clicking home turned on VoiceOver right after the phone powered up. Now, if it has iOS 10 installed by default, that could be the problem. iOS 10 seems to be defaulting with the triple click home on "Ask," because the new magnifier is on. Was iOS 10 already installed? And since you have not been able to turn on Siri, you couldn't have used Siri to turn it on. That will be frustrating. Richard
