It seems as if you did every  troubleshooting procedure. I think it's time to 
reset all settings. Doing this will ensure that all of the apps you use are 
configured once again in terms of their notification, location services 
settings etc.. Resetting all settings will not erase any content. I do have to 
advise that if you reset all settings, you will have to configure your iPhone 
settings in terms of Wi-Fi networks, Touch ID and enable Siri as it is off by 
default. Voiceover will also be turned off. You will  need assistance to turn 
on voiceover if you don't have the sufficient vision  to do so.

Have you tried to just go to notifications in settings and turning off 
notifications and then back on?
And if that does not work, have you tried doing a hard restart by holding down 
the power and home button for about 10 seconds?  If it is an iPhone 7, you 
would use the volume down button instead of the home button.
