It seems as if you did every troubleshooting procedure. I think it's time to reset all settings. Doing this will ensure that all of the apps you use are configured once again in terms of their notification, location services settings etc.. Resetting all settings will not erase any content. I do have to advise that if you reset all settings, you will have to configure your iPhone settings in terms of Wi-Fi networks, Touch ID and enable Siri as it is off by default. Voiceover will also be turned off. You will need assistance to turn on voiceover if you don't have the sufficient vision to do so.
