As others have stated, just go to the website and do so. the only way you woulnd t be able to change your appleID, is if you use an iCloud.com <http://icloud.com/> domain. In this instence, you would have to start from scratch, or do what I do, just do family sharing with the old account, and share with your old appleID, and then you will have access to all of the old apps.
