I am not aware that you can move apps with a keyboard.

However, Voiceover is announcing which app you are moving and which app you
are moving it on to. I just tried this with Sendero GPS and Navigon which I
have next to each other on my first home screen. I have Navigon as the third
app from the left in row 3 and Sendero GPS as the very right app in the same
row, so just to the right of Navigon. I put focus on Sendero and did the
double tap and hold until I heard the tone and Voiceover was saying "Moving
Sendero GPS". Then I dragged my finger just a bit to the left and Voiceover
said "On Navigon" when I dragged it far enough, at first I kept dragging to
the left and then Voiceover said "Off Navigon, I kept my finger still for a
moment and then Voiceover said "Row 3, column 3" indicating that at that
point Navigon had moved over to the most right position (column 4) and
Sendero GPS was now in column 3 where Navigon was before. I dragged a bit
right again and heard "On Navigon" and when I let go Voiceover said
"Creating Navigation folder". Afterwards I double tapped on Sendero GPS
again and just moved straight up a good bit and Voiceover said "Outside
Navigation folder" and after I let go the folder disappeared again and
Navigon and Sendero GPS were in their original position. The row and column
announcement sometimes is there and sometimes it isn't, but it will
definitely say when you are on top of an app and what that app is and
Voiceover will also say "approaching border" if you get close to the left or
right edge and it will announce if you are in the correct position where you
have to pause and keep holding until it flips over to the next or previous
page. By the way, if you want to move an app from page 5 to page 1, just get
it to the edge and hold, once it wraps to Page 4 and if you keep holding
after about 2 seconds it will go to page 3, then to 2 and to 1. It will keep
going until you get to page 1 or until you lift your finger.

no, I am not very good with that sort of thing, but what really doesn't help
either, is that voice over doesn't tell me which app I have moved to, so
apart from the one I started with, I can't tell if I am on any of the other
ones, that I want to put in a folder.
is there any way I could do this with an external keyboard, so that spatial
awareness doesn't become an issue? as that is definitely not one of my
strong suits.
that could help a bit if there is.

I can understand your frustration, but this is a bit like selecting text to
copy and paste with the pinch gesture. It takes practice and a light touch
and I don't want to sound condescending, but there are some people who
somehow don't seem to learn certain gestures. There are even people who
can't get any useable results with the Fleksy app while most people who use
it are thrilled by how well it works and how fast one can type with it. And
this is not just blind people. I gave my Mom an iPad for her birthday last
year and for a few weeks she could just not get the hang of how to move apps
either, but eventually she did although I am sure some sighted people don't
either. The tricky thing when moving apps is that you have to have pretty
good special awareness and let's say I want to drag the app on the very
right in row 2 onto the second app from the left in row 3 to create a
folder. You have to be able to drag your finger straight to the left and
then down a bit, if you start out and end up going on a diagonal and maybe
even on a diagonal going up instead of down or down too steep without being
aware of that you will definitely have problems. I think in this case the
only way is to go very short dispances, just drag an app across the next app
and then stop, once 2 apps are either side by side or one on top of he other
I find it very easy to put them on top of one another to create the folder.
And one more trick. I find it easier to drag a folder around than to drag an
app around because if you accidently let go while the folder is on top of
another app nothing happens whereas if you accidently let go of an app while
it is on top of an app you don't want it will create a folder. So once you
have a folder started, just drag it next to whichever app you want to put in
it next and then just drag the app over a bit until it's on top of the
folder.
