Hi Steve, I'm not making this crap up! I do understand what you're saying,but all I can say is that if I turn the phone off while the screen is locked verses not having it locked, and unplugged, when I turn it on the phone starts 2 different ways! If it was locked / unplugged, and I start it, I get a very hearable sound & Voice over speaks the first icon, which is Messages. If I turn the phone off with screen unlocked / unplugged, when it starts there's nothing unless I touch the home screen. The same exact thing happens with a friends phone. Take care. Mike. How can the screen possibly be locked during shutdown or restart? It has to be unlocked to perform those functions.
