I guess it depends on what you mean when you say “screen locked”. If you are using your phone and then press the sleep/power button on the side briefly the screen locks and at that point you can touch the screen all day long and nothing will happen. If, however, you mean that you are at the lock screen when you say “screeen locked” then that is very different. If you are at the lock screen where you see your date and time and where you are asked to swipe to unlock then that simply means you are at the lock screen and not that the screen is locked. As Maria said, when your screen is locked and the phone rings, the screen wakes up, displays who is calling and the buttons to accept or decline the call, all of that is on the “lock screen” but it is not while “the screen is locked”. I just tried this and I think maybe Apple replaced the brief vibration one felt when the phone was plugged in with a sort of ding sound. When I turned the phone off from the lock screen and turned it back on without having it plugged in there was no sound. If I turn the phone off and then plug in the Lightning cable the phone starts up and then I hear this single ding about 15 seconds after I plug it in and then a few seconds later Voiceover talks on the lock screen.
