If VoiceOver is on but speech is off, you might hear clicks when touching the
screen; but you would still have to use VoiceOver gestures to do anything.
It is pointless unless you just want to keep VoiceOver silent; so it doesn't
announce things etc.
And, about screen curtain; it has been shown that if you leave screen curtain
on for a little while; the screen brightness is turned to zero. So, if dimming
the screen saves battery; so does screen curtain.

If you are using voice over and it is reading something on the screen, if you
want to stop voice over talking for a minute to do something, you can do a two
finger single tap to stop speech, then a two finger single tap to start it
speaking again. Alternatively, you can turn off speech altogether by doing a
three finger double tap , then start it again the same way with a three finger
double tap.

I am not sure when you would use this feature, as voice over will still be on
in both cases.

Siri will say 'speech off' after the three finger double tap, and 'speech on'
when you do the three finger double tap again.
