I think I experienced this a couple of nights ago. I don't get many calls, but when my wife called me back after us getting disconnected, I was not able to use the magic tap gesture to answer the call, and did not get any feedback from VoiceOver at all. I did not have to totally restart my phone though, I just restarted VoiceOver and everything was fine. I'm not sure how one would restart their phone if there was no speech at all. While this behavior was annoying and frustrating, I don't get many calls so I can live with it until Apple fixes the issue.
