I had a client who was on the beta of iOS 13.1 last week who has an iPhone 7, who experienced this issue several times. When he came in for our training session, I called his phone and I answered it and the phone worked fine. I called his phone again and he answered it and it locked up. He did the power button/home button reboot. After that, he didn’t experience it again. It certainly is not a wide spread issue. But, if it keeps happening, you will need to deal with Apple directly.
You could try a reset of network settings I suppose but if it keeps up after that, then it is time to contact Apple.
