I've experienced this bug. Provided you have your accessibility shortcut set for VoiceOver, recovery is pretty simple. Click the home button three times quickly if your device has one. If not, do this with the action button on the right side of your iPHONE. You need to do this once to turn VoiceOver off completely and then again to turn it back on. This starts it fresh and it should work as normal. Sometimes, you need to triple click the home or action button a few times before VoiceOver comes back. Just be certain you leave a pause between sets of three clicks. Half a second's wait should do it. The danger here is that you may click fast enough so that five rapid clicks get registered. This activates the emergency SOS feature unless you go into settings and disable call using side button. If yOu disable this, you don't have to worry. Should you need to use emergency SOS and you've disabled the call using side button option, simply hold the side button and a volume button down for around a second and a half. A menu will pop up and you can either shut down or activate SOS mode. Hope this helps.
